After 30 years of the generalization of direct payment by health
care users in Africa, an increasing number of countries are
adopting exemption policies to improve access to health care,
particularly the most vulnerable groups. Few studies have focused
on these policies in their totality by analyzing their
contradictions, incoherencies and how they are viewed by
stakeholders.

This issue of Afrique Contemporaine looks at the results of a
research program (2009-2012) that documents the emergence, the
formulation, the implementation and the effects of these free
health care policies in Burkina Faso. Coordinated by Valéry
Ridde (Centre de recherche du CHUM) and Jean- Pierre Olivier de
Sardan (LASDEL de Niamey, Niger), this contribution uses
quantitative and qualitative approaches.
